You are correct, but Open Door Policy is not only that every Manager’s door is open. It means that employee can share or give feedback to there immediate, Supervisor and Manager including top management employees like CEO also.
No doubt Open Door Policy creates strong relation between employees and management but also give them chance to participate in management decesions.

but some times employee can't understand why exactly company is maintaining open door policy. and they feel that higher authorities are giving leniency to every one. At that situation how exactly we can stop them from negative thinking?

Thanks for explaining what open door policy is. Above all, this policy is adopted by the organizations to build a CULTURE within so that there is transparency in whatever the management is doing and the employees feel that they are an important part and the stakeholder of the company. This concept is mainly adopted in MNC's and believe me it helps a lot to build a brand image of the org.
