From where did you get this spreadsheet?
The percentages are entered after gathering the information from other sources in the company. For example, the % for example the % for Learning Growth and Opportunities would have been obtained after conducting a survey of the staff's opinions.

Thanks for the answer i understand abt the Training and development but what abt the percentages which are there for recruiting ,retention and employee turnover.
I have found this scorecard online .
