How to identify fake candidate experience and if we come to know candidate is fake ,then what is the legal action to be taken ?

Hi Meera,
I am asking does fake candidates in IT Companies are being survived by entering as a contract employe ie they won't be having PAN card as their salary was been paid as open cheque or getting paid cash.
My sincere question is it fair to put fake experience or not
