I have seen your presentation... it is really good, but could you please tell me how to face the situation when one HR fresher has to implement all the HR functions, policies, and procedures in a company where previously no HR Department exists.

I am looking at the positive side of your job profile. In your first job itself, you have a challenging assignment.
First and foremost, take all the senior management into consultation if you are trying to set up policies and procedures. Have their buy-in before you start with anything, as these are the people who will ensure implementation and compliance.
