What is the rule book when an employee has leaves balance, can s/he still could get LOP if s/he can't apply or regularise for it within stipulated timelines of a specific payroll month?
Example: Mr.A has positive leave balance and took a day off or system showed him absent for half or full day due to some tech issues and he forgets to apply/regularise once back. Should s/he still get a LOP or things can be deducted from his positive leave balance without his consent.

Dear Prashant,
Employee should submit application for leave, get it approved by the approving authority and then proceed on leave. In extreme case, when it is not possible to follow this procedure, many companies show flexibility and give chance to the employee to apply for regularisation once he/she resumes his/her duties. Now in the case that you cited, neither is being done. Therefore, it is purely employee's mistakes and system could show LOP and because of LOP, employee is liable to forfeit wages for that period.
You have written that "system showed him absent for half or full day due to some tech issues". If there was some technical error then it must have been fixed after some time. If not then applicant could have sent mail to HR department about the issue and could have kept them informed about his/her inability to update the system. To do follow up, is again the responsibility of the applicant.
Lastly, there is no plural for the word leave when it is referred it as absence from duties. Plural form of leave is used to refer (a) a part of the plant/tree that is mostly in green colour and (b) plastic sheets enclosed from three sides so that the important document can be inserted from the open end. Therefore, always use the phrase "number days of leave". The correct heading of of your post should be LOP When Leave Balance is Positive.

Dear Prashant,
I have given reply on your query SOP still is applicable if leave balance is positive.
Onus of submission of leave application always lies with the applicant. HR softwares do not have facility of auto-debit. This facility of auto-debit is removed because if introduced, then it will deprive senior's authority. Anyone may become absent and without submission of leave application if the absence starts getting regularised, then where is discipline and what is the authority of the managers?
Please note that "leave is a privilege and not an entitlement" is an axiom under which the leave policy is framed. This axiom is explicitly mentioned in the leave policy of most of the companies.
