Dear Sivan,
While appreciating the inquistiveness behind your query, I am quite unable to find any 'trick' underlying such nomenclature. We can see General Managers-HR simply called as 'Head-HR' in some organizations. However, my musing over this aspect suggests to me the following which may be right or wrong, I am not sure about:
'Designation' is an official title or name assigned to a job-position. It has got two specific ingredients indicating the status of the job in the organizational hierarchy and its particular activity in the organization.
