I was working with a government organisation since 2000, Due to some emergency (domestic problems) I had to move to my native place around 1 year back. In this mean time I did not communicate with my organization and I was on LLP. I was hoping to rejoin after the domestic problem would have resolved, but the situation is getting worse and I am not able to continue my job.
As due above I want to resign officially but I am not aware about the rules, regarding notice period or any other alternative
Kindly advise, me what steps should I now follow, what should I include in my resignation letter.

Your question is incomplete. It doesn't reflects as to which government organization you are working. You have not mentioned whether your employment is permanent in nature OR you are contractual employee? Assuming you are in State Government job, i feel that your services are governed by Bombay Civil Service Rules(B.C.S.R.) OR if you are on contractual basis, please refer your letter of appointment.

I think the best person to answe this question is the manager or HR head of the organisation you are working with. Why are you asking unrelated persons who do not have any idea of your organisation and it’s rules

What was your designation in the company?
Is your organisation Central or State Government run?
In the last one year, did you receive any communication from your office?
Anyway as an employee, one should not just absent yourself w/o prior notification/permission .
Having done a serious breach of rules, you need to now refer your organisation rules and take a complete exit in honourable manner.
Whatever your compulsion, your act is not in order.
