Good day. Kindly let me know there is procedure implemented for gate pass system, then in case where merchandiser send docs to Export Import dept for processing and export import processes it then who is responsible for authorization letter for gate pass generation , merchandiser or Export import department? I beleive the origination is merchandiser whose material is being led out of factory so they generate Gate pass. We have presently adopted a method where by gate pass will be generated by stores only. But previously for export import related material out they also had access to ERP through which they would issue gate pass.

The gate pass is generally issued by the person who is actually sending out the goods. Therefore stores and warehouse departments are probably the correct ones
Who will authorise sending out the goods will be depending on how your departments are structured. Who is in control ? Export or merchandise ?
If export is only processing the document and not having right to hold it back, then probably merchandiser will be the approving authority

Gate Pass system is Internal control normally all the factory and stores followed in this system no related import and export system , our materials inward and outward of materials control, no specialised export and import of Gate pass system

The gate pass is generated by the Sender. In this case the Export Import department is the sender.
Yes the Mechandiser can creat an inter office transfer slip as a proof of handing over the consignment to the Export import department.
But if you want a robust procodure then you should hire a consultant to do the process mapping and imporve on the material transfers.
