Industrial Disputes act was enacted to provide machinery and forum for the settlement of conflicts that arise between employer and the employee or within the employees.
Industrial Disputes act has provided an elaborate machinery comprising the following agencies for the settlement of disputes:
1. Works committee.
2. Conciliation officer
3. Board of Conciliation
4. Courts of Inquiry
5. Labour courts
6. Tribunals
7. National Tribunals
8. Grievance settlement authority
9.Voluntary arbitration.

Is Municipal corporation is an Industry?

The question came before the Supreme court that whether the activities of municipal corporation would fall within the ambit of the definition of industry.
The court held that in true sense the activities of municipal corporation would not be brought within the scope of the expression "Business" or "trade", however it may fall within the scope of the expression "Undertakings".
But some departments of municipal corporation were declared as Industry, such as printing press department, building department, water works department etc,.
After various discussion held in the court the following decision arrived:
1. Hospital runs by the Government as a part of sovereign function with sole object to provide free services to the patient are not Industry.
2.All other hospitals either managed by private or public or for charitable purpose or for commercial purpose would be an Industry.

Is Club is an Industry?
The supreme court held that the club was not an "Industry". It was a self-serviced institution.
The catering facility was also in the nature of self service by the club to its member.

Dear Bharathi
Can you give more details about Club and Catering facility. Are both not covered under Industry? What I understand from your post is, the aggrieved employees in club and Catering service cannot get any remedy through ID Act. Am I correct. If I am wrong please clarify.

Yes your right,the aggrieved employees in club and Catering service cannot get any remedy through ID Act. This is because they are not working under any Industry.
Every human activity in which enters the relationship of employers and employees is not necessarily creative of an industry. Personal service rendered by domestic and other servants, administrative services of public officials, services in aid of occupations of professional men such as doctors, lawyers etc,. employment of teachers and so on may result in relationship in which there are employers on the one side and employees on the other side but the must be excluded because they do not come within the denotation of the term "Industry".
