Does an Employee who is designated as the Factory Manager have to be in a Managerial cadre or can a Staff member in a lower grade be assigned the responsibility of Factory Manager ? Would appreciate some views on this.

Hi,

Companies assign designations based on an employee's qualification, area of expertise or work experience. The designation conveys an individual's role and position to other employees within an organisation and to third parties. When a Senior employee or Manager engage with people outside the organization, their designation gives them credibility. Designations can influence opinions and help employees win clients and customers for an organisation. Grades/Designation are very important so as to get things done from subordinates. Cadre / Grades are Company specific.


In many Companies there might be some senior employee who will be working on Supervisory roll for very long time though he/she deserves for promotion, due to lack of requirement or internal politics so it doesn't mean that employee is incapable. If the employee possess the right skill, technical knowledge and good in man management skills then he /she deserves for the position.

As per Factories Act 1948, Factory Manager is to be nominated by the Occupier as per his choice. While the Act specifies who is to be the Occupier (person who is in ultimate control over the affairs) and empowers the Factory Inspector to satisfy himself as to the real person being so, the provision regarding Factory Manager has no such qualification. So the Occupier can notify any person including a staff member to be the Factory Manager.
Since the Factory Manager has to coordinate and liase with external agencies, it is better that a person with sufficient standing in the administrative heirarchy only is nominated so.

Not necessarily, Any employee can be nominated for the position of Factory Manager.
A factory manager is above all the Managerial cadre employee but below the occupier.
A professionaly sound person with knowledge in factory process should be declared Factory Manger by the owner.

It is the sole responsibility of the Occupier to appoint the factory manager. with sound knowledge and experience to control routine activities will be beneficial. It creates the confidence among the employee and values the administrative control. The Occupier can appoint any employee as factory manager. There is no such criteria for appointment.

Yes There is no Academic or otherwise Qualification prescribed under the Factories Act. We shall take a practical case. A Factory is to be Registered as a Factory when 10 or more Workmen is employed and use power for manufacturing. The Occupier is happy with the work done by the 10 or 12 Workmen and employs 1 Supervisor to guide/help/ attend to small issues encountered. He is nominated as Factory Manager also under The Factories Act. Nothing wrong.
