For obtaining labour license you need to look into two aspects:
1. Who is the appropriate Government of that establishment under which your company is working?
2. Accordingly if the establishment comes under Central Rules thn 20 or more workmen are required but if it comes under State Rules thn the number of contract labour for obtaining labour license as per State Rules (if any) is required to be followed otherwise Central Rules will be followed.
