One Permanent Workers attend his duty, but he denied work allotted by the shift supervisor, no work no pay. Pls advise me what action can i taken against him.

Pl. call the worker and findout the reason behind if he is working since long and also if it is first time. If he corrects himself and apologizese for thie same is ok, if not issue charge sheet organize enquiry and initiate action as per the certified standing orders / model satnding orders.
first try to resolve the issue amicably because error is human and this might have happend because of some difference of opinions.
