As far as my knowledge goes, in IT companies there are technical writers and not content writers unless it is either a web development company or you want the person to write content for your website.

Content writer: Has functions ranging from creative copy writing to content writing. Needs to be a vivid writier and put ideas, concepts in a simple fram of phrase. Have impeccable grammar, punctuation and command over the language. Have flair to understand the contents or products or process of a company, and present a lucid content of the same for web content / pamphlets /brouchers.
Ideally a graduate in literature or any graduate with relevant experience in similar writing jobs (English magazine, Ad agency, Publishing houses, ezines, online writing etc). Should be able to understand, conceptualise and present in an acceptable international style in MLA, APA or Chicago. Should maintain quality output.
