Arrears Pending therefore employee not Reporting To Office. Committed to clear the arrears in due course.
Arrears not received and therefore not reporting to the office is not acceptable. Need to write a simple para asking to report to duty.

Dear Aas Consultancy,

For the non-payment of the arrears, the employee has stopped reporting for the duties. However, please confirm what kind of these arrears are and why these could not be paid. Is it because of the underpayment of the salary? You say that you have given a commitment to clear the arrears. But then is this oral commitment or the written one and when the pending arrears will be paid?

You have mentioned that the employee has stopped reporting for the duties because of the pending arrears. However, has the employee confirmed in writing that he/she will attend to the duties provided the dues are paid?

You can write a simple letter to the employee. The draft could be as below:

Sub: - Unauthorised Absence from the Duties

1. It has been observed that you have not been reporting for the duties since _______ (date). Your absence is unauthorised. Your absence is hampering work of _________ department. In view of this, you are hereby advised to report for the duties immediately.

Since your hands are also tied due to non-payment, at this stage let it not be mentioned anything on the disciplinary action should the employee continues with his/her absence.
