HR softwares are best to provide you the entire employee information (Name, address, contact, education, experience etc) but once the software company has put in the initial data, thereafter you need to maintain it on your own. All softwares will fail if not implemented properly.
You must go for a payroll software to begin with with all statutory guidelines which will make your life easy.
The policies will have to be drafted by yourself. The rules & regulations of your company will have to be framed. If you need to implement a performance management, KRAs , KPIs will have to be drafted by you. If you need help you can take help from an HR outsource partner.

Technology in HR is very helpful and it speed up work though but one thing I will suggest to all HR practitioners is to get the field knowledge more because certain things in HR field are really subjective and it takes your intuitive aspect of knowledge and experience to produce reasonable outcome or solution.
