Hi Ganesh,
Starting an HR department from scratch is not a very easy job. I think that you will have to first study the rules for employment, since these rules would be different in both the states. By doing this you will gain a better idea as to how to go about doing activities that are legally correct.

I do agree with nivs_9485.
Talk to management and take service from a consultant.
There are many consultants who develop HR department ( not necessary to hire who are on google list).
If company spend now they will only enjoy the result out of it.

Hi Ganesh:

I am glad that you want to introduce some hr procedures. It is really good.

I give you the following ideas

1) Start assigning an Employee Number to everyone who has joined the organization in a permanent manner. You assign this number based on the date in which they joined.

2) Have a separate file for each employee. File a copy of appointment letter issued, if any, to each of them.

3) Subscribing to PF & ESI are statutory obligations. Enlightgen the Management on this and take steps to contact the PF/ESIC Department for procedure for remittance.

4) Since you are a manufacturing company, you have to comply with a number of provisions in Factories Act 1949 and other connected laws. Otherwise, any Inspector of Factories can prosecute the firm for violations therefor and may even order stoppage of production. The law does not treat violations of enactbments by ssi leniently. A law is a law and is for every one.

5) If you have some familiarity with labour laws, you can guide the firm in

taking the necessary steps to function in line with the law.

5) Orhwewise, you identify a local labour law consultant and take his help in complying with the legal requirments. Many labour law consultants do not charge much.

Dear Ganesh, Ravi & other
I do agree with reply of our other friends but every time it's observed that controlling ships from camle's back is a easy job. Whenever you try to set up HRDepartmnt at your organisation, the most difficult part is to convince your managment. Because your management has already enjoyed the benifits of non compliances but now they don't want the set back or repulcation arising out of the same.
During our 12 years experince as a human resources & employees' relations consultant we have sucessfully set up 100 plus new HR departments at SSI, MSI & MNCs at nearby Mumbai, Thane & Pune.
Being fresher in the field of HR I will definately assist you to set up your HR assignment but for that first of all talk to your management. Better send your details through e mail.
