My office times 9 to 6 but some people are without submitting permission slips to to HR Dept leaving office early hours. So please send if anybody having a letter format for this issue. Its very urgent for me.

Dear Rajesh,
Instead of warning letter, it is better if you issue a circular stating that a strict disciplinary action will be taken against those who leave early without submission of authorisation letter to HR.
As far as draft of circular is concerned, I recommend you writing it on your own. This is a routine matter of HR. To develop drafting skills, prepare the draft and upload it on this forum. Some senior like me will correct it, if required.

Though your subject is different and should have been in a separate thread, reply is being given as it is related subject only.
Do you intend to get the sales team signatures for the compliance?
Then you can send it in a circular format. Or else you can email them writing the need to submit the daily report on time for tracking their performance.

To counter the problem you put a biometric attendance to record in & out in addition to the suggestion provided by Mr Divekar to issue circular.

The normal Rules in many Mfg. & other Cos. is

When an employee has to go Out early or Come late(due to Personal work) during Duty hours, the Out Pass has to be got Approved by their HOD and to be given to the Security at the Main Gate (tobe sent to HR Dept. for recording In & Out Time) while Exiting or Entering. Cos. where entry & exit are guarded by Security, the SG allows employee to exit only on submission of Outpass. If the employees are not following this rule, Security should keep a record of such employees and report to HR to take action for non compliance of Co.Rules. Besides issuing Circular to employees, the Security also to be instructed properly; if the existing Outpass Rules is not being followed by the employees.
Many Cos. have the Biometric system to record in & out time of the employees. The OUT PASS system is required to control, monitor employees movement during duty hours & also; it is a proof of time spent outside the Factory for making deduction.
