It is a Methodology of making job description and job evaluation..(know-how, accountability all in detail). I have found, the oil companies are using this methodology....I have also found some companies specifically asking Hay Certification in HR.

As far as I know that HAY group used to provide a certification, but I think they have stopped providing such certificate a while ago.
You can be certified on BACK if you wish, but using BACK for evaluating jobs & decide on their proper weight is more complicated than HAY although it is more accurate
If you are able to find any certification program for HAY please let me know as I am looking to be certified in HAY too.
