i want to knaow about logn term settlement procedure between management and Union, and what are the rules and regulation to be follow while settlement.

Question is not clear.
Long term settlement is a process and the process involves what is called Collective Bargaining between management and the Union or a representative committee
Settlement can be signed under Sec 18(1) of the Industrial Disputes Act without going to Government
It can also be signed beofr a Labour Officer under Sec 12(3) of the Industrial Disputes Act

The duration of collective bargaining agreements is not more than three years. If either party violates, in most cases they do, then the agreement fails. However, in most cases, the matter is adjudicated by conciliation without wasting the time of the courts / management / union.
