Dear Blue Bell,
You need to split organisation's goal into various department's goals. These are nothing but KRAs for each department. Based on the department's KRAs, you need to draw individual KRAs.
You have not given description of your industry, what is your product or service etc. However, it is very difficult to find out the contributions of individual employee towards an organisation's goal.

As Dinesh Divekar has aptly said, you have not given enough information. If one of the goals of your organisation is to keep the costs down, then you can assess if drivers are achieving that or not when they use the vehicles.
