Dear Suganyahari,
Just recently I conducted a public workshop on Interview Handling skills or how to conduct interviews. The workshop was conducted at Mumbai and it is planned at other cities as well.
In the workshop not just the qualifications but other discussions like how to make interview reliable and valid, qualities of interviewer, cost of poor recruitment and above all the practice exercises on the interview handling would be given.

As such there is no qualification is fixed for "who can" or "who can not" take interview. But you need to follow the procedure to take an interview.
For e.g. a person A starts his own business, he might not be having knowledge about Finance OR any other section of the business. But he will be the person who will be interviewing the person for his company whether he has the knowledge or not..
Now the golden rule is that you should be clear that as to what you require from that position.
If you are working in a company, and require to take interviews. my suggestion would be
1. Develop an Job Description for that profile - what exactly you are looking in that profile
2. Develop questions - you yourself need to develop questions regarding that position by looking at the JD. which will be asked in the interview.(otherwise take help from internet)
for e.g. if you have to take a interview for accounts manager position then you need to work on the JD of that profile and further looks for question that are relevant for that position.

Body language can be just as important for job interviewers as it can be for those going through the interview process. On the one hand, the interviewer needs to develop a warm and inviting atmosphere by making eye contact and warmly greeting each job applicant. On the other hand, the interviewer should appear somewhat disinterested while person being interviewed is providing an answer. Keeping facial expressions and responses at a minimum can keep the person being interviewed on his toes.
Another way to conduct an effective job interview is to develop conversational skills that will make the interview pass quickly and flow smoothly from one candidate to the next. The trap of these types of interviews for the interviewer is the possibility of getting caught up in the conversation and forgetting to write down important notes. Some interviewers have a tendency to just interrogate potential employees, but those who can engage them in warm and inviting conversation are more likely to set the interviewee at ease and get more accurate and thoughtful responses.
