it should be the joint effort of the hr dept and the top magmt. if they wnt talented emps to remain in org.they will have to formulate a foolproof career plan this is especially true for companies having high turnover.also, career development shud be for managers and executive level.

Its important that both the top mamangement and the HR dept work hand in hand becuase career planning invloves an overall perspective in terms of growth which keeps in line with the organisations structure and goals.

I believe its the top management of organization, which in consultation with HR, should formulate an effective career planning to ensure that talented professionals do not leave the organization mainly due to non-offering of promosing career. Its the responsibilty of high-ups ....
A good career plan often succeeds retaining good emplyees. Learning organizations take this aspect very seriuosly and believe in Human Resource not machines only. They think, its the people not machine who run the systems & transform the world.....Keeping this in view they offer very promissing career path and succed retaining the best people most of the time.
