I have recently joined logistics company where in I am planning to implement grading system which will later be linked with all other HR policies like reimburesements & all.
I would appreciate if any one can help me in framing the same. I have framed one but management wants to add more & more layers in that mainly below state head like state level cordinator etc., Please give your valuable suggestions to frame the same.

No. of grades would depend upon no. of people in the organization and at which level there is loading of people. Organizations with large work force would require more and more layers whereas Organization with comparatively lesser no. of people would need lesser layer in order to reatin people.
It's desirable that grades once fixed by revisited let us between 3-5 years.
