This has been a hot debate, and I recall having come across a clause 3.12 in the manual titled " SAFETY IN INSTALLATION AND MAINTENANCE OF LPG CYLINDERS MANIFOLD" by Oil Industry Safety Directorate Government of India Ministry of Petroleum & Natural Gas. The states that
"As per Statutory requirements no
explosive license is required for multi
cylinder installations. However, consumers
having unconnected filled cylinders with more
than 100 kgs. LPG shall obtain explosives
license under Gas Cylinders Rules 1981."
