1). There is an office boy in our organization, he comes in office premises saying that he has come to handover lunch for his brother working in our organization and spends about an hour. So can I ask him not to come to office premises on your week-offs?

3). Some senior officials (S & M) not following the formal dress code, what can be done?

The replies to the questions are as below:

Reply: - The question is confusing. If the office is employed then he supposed to be on duty. Then where is the question of handing over lunch? If your query is of an office boy who comes to handover the lunch on his weekly offs then it is not misconduct per se. However, if you feel that by spending an hour at the office premises, he is distracting the attention of the other employees then you may tell him to just come to handover the lunch box and leave the work premises immediately.
2) Employees use abusive language while talks, while HR(female) sitting on same floor, what action can be taken.
Reply: - If the employees use abusive language then report the incident to the HOD. If the HOD does not take any action then report the matter to your HOD.
3) Some senior official(S & M) not following the formal dress code, what can be done.
Reply: - If senior officials do not follow the formal dress code then it is the duty of the Director or MD to warn them. Bring to the attention of this fact to your HOD or the MD. Any disciplinary action can be taken against them by the senior authorities who are still senior to the senior officials.

If i understand correctly, your problem is with the office boy coming to the office / factory on his weekly off and spending an hour with his brother who is on day. There are two sides to it. I do not know your designation or your authority, so that also needs to be taken into consideration.
If he is coming and spending time with his brother during the later's lunch break, there should not be a problem with that. If he is spending time when his brother is supposed to be working, that is a problem and it has to be put a stop to.
However the second problem is that if there is an inpsection at that time, the fact that an employee is on the site, without attendance and not getting paid, on his weekly off, may cause the inspector to suspect that you are making your employee work all 31 days without weekly off and not getting paid for that additional work.
I suggest you should ask security not to let him in on his off day and let the brother collect the lunch from the gate.
Incidentally, what does he do on other days? How does his brother get lunch on the days the office boy is already on duty.

Remember that the company will have a lot of problem if the lady in question complains under POSH or worse if she complains to the District Committee stating that the company has not taken action.

Remember that it is important for them to appear in the manner as their clients want. Certain segments (example yarn and fabric wholesale markets), the client will be uncomfortable talking to someone who comes in a tie and suite while they will happily chat with (and give orders to) someone who comes in a casual outfit.
