in you first question i am quite confuse, please elaborate (HR budget or Merely Manpower recruitment budget)
your second question answer is --- single rupees invest in one employee will come into CTC and accordingly budget mar prepare.
and your third question--- you have to be maintain all record of each and every employee in your organization from starting to exit. (Like, Attendance record, Leave record fine record, deduction record, salary record increment/ promotion record, Attrition and deletion record and many more ) this will help for future reference.
