Hello Manoj,
There are few things the employers extect when they decide to take the services of consultants and the same is true with prospective candidates.
Professional organisation even have a SLA (Service Level Agreement) signed before entering into contract with conaultancies.
Organisations, view point:
1. Generally companies do not like if the resumes are just downloaded from job portals and sent, obviously they also have an access to it.
SO TRY TO HAVE A DATABASE OF YOUR OWN.
2. The lead time is generally an issue..................so commit yourself for period of time by which you know u can surely deliver.
COMMITMENTS MUST BE HONOURED.
3. Dont brag about the candidates you dont know much about, just because you want to imprees upon the suitability of him/her for the position and earn your commercials by anyway.
QUALITY EARNS RESPECT
4. Treat the client organisations as an extended arm of your consultancy, then you will know what is appropriate.
CREATE WIN-WIN SITUATION
5. Try and get an agreement signed as it is good to have legal stand in case of any concerns.
TRY TO PREVENT THE UNDESIRED
From the candidates point of view,
1. Teat them with respect, may be they will be your future business opportunities.
CUSTOMER SENSITIVITY
2. Keep them informed on the status of their candidature, even if it is negative.
OPEN COMMUNICATION IS APPRECIATED

GOOD TIPS BUT FIRST THING TO OPENING A CONSULATNCY IS THAT WHAT WOULD BE YOUR TOLERENCE LEVELS TOWARDS RECURITERS... BCZ THY WILL NT PERFORM FROM THE DAY ONE....SO THER R LOT OF OTHER ISSUES ALSO.. LIKE U RELATIONS WITH THE CLIENTS...CREDIBILITY OF YOUR COMPANY IN THE MARKET.... HOW WOULD U FACE COMPETITION....DO S.WO.T ANALYSIS BEFORE STARTING ANY THING.....
