Sharing a document which came into my notice, while I was checking the requirement for fork lift. I discussed the same with my professional friends & got to know that forl lift is also required to get registration by RTO as it has been indentified as "Non Transport Vehicle" as per Sub Section 4 of Section 41 of Motor Vehicle Act 1988. Supportive documents are attached for your reference.

as an extension of the above discussion, is it mandatory to ensure that all persons driving forklifts inside a factory premises should have a valid driving license from RTO?. i am asking the question specifically from legal view point. i know they should preferably have a license

Forklift regn is required but the tax is as per non-transport vehicle.
I think all tyre mounted equipments are covered under Motor Vehicles Act. I don't think any regn formalities are required for crawler mounted equipments.

Rules for forklift varies state to state but majorly such notification are not actively traced it is recommended to have a better and standard practise of availing license in your state or authorisation , if such state govt do not provide for such authorisation for legal purpose write a application to RTO regarding applicablity of Such licenses and go as per there response , because if anything happens later on for not availing licenses required such document shall be of importance . In maharashtra separate license is required to be taken for operating forklift
