Pl refer another circular issued by EPFO on 8.11.2013 (copy attached) which states that retrospective effect can be given to higher salary in case of EPS in case interest and damage are paid.

Truly, PF Office has passed a joke of the day by sending circular nos. 528 and 529 dated 8-11-2013 which appear to be contradictory to each other. One Circular says, contribution on higher Wages is permitted by retrospective effect and the same authority in the other Circular says contribution on higher salary is not allowed.
However, it may be pointed out that, contribution on higher salary will not be allowed henceforth. It means, those who are contributing on higher salary can continue so. No new case will be allowed. OK. Now, coming to circular of retrospective effect, it simply allows you to contribute on higher salary by paying interest and damages from a back date. Meaning it nullifies the restriction of earlier circular.
I think PF Office made a joke of Year. It seems a new laughter service has been started by EPFO.

FPF Membership from 01/12/1973 ti 16/11/1995 will be taken in to consideration at the time of deciding Pensionable Service.EPS Membership from 1995 till the date of Retirement or attaining the age of 60 Years will also be taken in to consideration for deciding Pensionable Service.
