HR policy you mean HR policy manual with procedure and Systems?
If yes, HR policies needs management approved of policies which are primarily managment statement of intent to regulate HR practices which are followed by procedures.
management statement of intent is drafted in policy statement of management in HR policy with some procedures and explanations of circumstances.
Charges to such HR policies depends on total number of subjects and total volume of scope of work.

Dear Mayank,
Development of HR policies is intellectual work. It cannot be quantified easily. However, you can ask the consultant how many hours has he/she spent in developing those policies.
Other way of fixing the charges is to pay per policy.
