My reporting manager joined recently in my team before 10 months and from the day one he started comparing the Team member salary and started teasing me with my salary and KRA allocated which he feels not balanced. Hence he was giving additional tasks other than KRA and started harassing me with my performance underrated in my mid year review.
Also he downsized my team members reporting to me, started verbally abusing and challenging me to replace with his favourite buddies.
He also made false complaint about my behaviour and interactions with other Teams which he cannot able to prove and it was defeated
After that he becomes much aggressive and now routing complaints through HR and giving me severe threatening through HR to ask for voluntary transfer or resign from my job. Else I would be rated as underperformer which can make me to be hit worsen in my career.
I am also trying to mark all the mails and explain the situations to my HOD which he is not interested in listening to these conversations and asking me to collide with Team.
Hence I need guidance in this regard to recieve genuine performance rating and able to focus and fulfill my tasks to the best of my ability.

More than legal advice, you need management skills to tackle the situation I believe.
From legal point of view, try to gather as much evidence as possible to prove that the concerned person is forcing you to take transfer or to resign. Unless you have a proof, you will not be able to proceed legally.
Harassment is a broad term and every act which you do not like cannot be treated as harassment under any law. So it is better to come up with evidence before taking any steps.
