In our factory one of our Employee theft footage shared by camera viewer. we already instructed him to not share with other department but he shared with all. Now the employee suffer a lot in this regards what kind of action we can take ?

You have written that "we already instructed him to not share with other department". How did you tell him? Was it verbal instruction or written instruction? If latter, then taking disciplinary action would be easy.
Transmission of information without proper authority to do so is misconduct. Therefore, check the standing orders of your company and initiate the disciplinary action against him.

I'd like to add a few words to what Mr. Divekar has obseved: one you must be absolutely clear in your mind of what you wish to write, written in a straight forward manner in simple, but clear, English so that the message in correctly understood. Work on polishing your language skills.
Coming to your question: what is unethical is wrong, the instructions should preferably have been written - if not already part of the SOP's - but even if they were verbal , they ought to have been followed. And talking of the "law suits" take the advice of the company's legal adviser / counselor.
