Dear Rajkumar,
When companies of the same industry located in a nearby area or even in the same area hire people from their competitors, it helps employees more than anyone else. Both the competing companies bleed each other. To put to stop to this, it is advisable to enter into agreement. This agreement could be written or verbal also.
However, to enter into agreement, you need to depute some seniors from your company and discuss this matter with their counterparts. These things are not initiated by sending just a business letter. Let someone take initiative and call the representatives of all the competing companies together and discuss this matter. Let the minutes of the meeting be signed by each representative. Particular company may hire from a competing company but there has to be some intervening period. It could be between 1-2 years.

Dear Rajkumar Saheb:
When such cut-throat competition enters between two or more organizations in an industry, where one tries to woo the other's staff, often done through under-hand and unethical means, it is a sure loss to both the companies.
Unfortunately, since no law exists to put a stop to such an end - then like Mr. Divekar observed, an agreement needs be worked out, towards a tangible solution , wherein the top management , together with legal and HR advisers from both organizations, could get their brains and brawn tpgether and arrive at an agreement, binding on both - broadly saying we won't infringe on your personnel, or 'smuggle' them out.
Obviously, this does not imply that such 'personnel take-overs' will be eternal, and when there are such'moves, then ample time - depending on the nature and technicality of the job - be given to the company , to make for alternative arrangements, thus keeping the 'need fulfilled' without any break / disruption to the role performance.
