No, apprentices engaged following the Apprentice Act are not workers but are trainees, and they are not covered by any of the labour laws. But if the trainee is not engaged as per Apprentice Act, either under designated trade or optional trade, they are workers only, and as such their number should be counted for Factory licence purpose.

As per sec 14 and 16 of the Apprentices Act, the apprentices are workers under the Factories Act for health safety and welfare and covered under the EC Act.
