Dear Ajay,
Men and women are deemed to be workmen as per Factories Act, and both can be engaged in a factory.
But for women there are certain specific issues.
1) Timing in working hours should end by six pm.
2)Nature of workshould not be hazardous.
3) Safe working load is different for them.
4) Separate toilets & dining rooms,etc.
Go through the Factories Act for necessary clarifications on Creche, working hours, toilets, safety, rest rooms etc.

Your query is not clear Akajitkumar.
What do you mean by how many licenses to have? That too the licenses do not depend always on manpower engaged.
There are different types of licenses to be acquired like Factory license, PCB license,Registration at the EPFO,ESIC,Professional Tax,Labour department,Trade license,Sales Tax etc depending on the activity/compliance also.
