Privilege's Leave is a legally entitled leave to every employee whoever completed 240 days in the preceding year ( in factories) and extended in the succeeding year calculated at the rate of 1 day for every 20 days of work. As the term refers it is a Privilege to such employees and a legal right provided to them. They can get the leave sanctioned as per the leave rules/ approval process and get the balance accumulated to certain numbers like 30 days max etc and get encashed also. The reason for availing PL may be anything and of the choice of the employee.
In case of CL it is mainly given as per Leave Policy/ Customary practice/ Settlements or Awards/ Standing Orders/ Leave Rules which is normally availed for any general purposes and for meeting work life balance. It is Casual as it denotes and may be any death/ urgent family needs/ even for a personal reason it can be availed. Generally, CL will not get accumulated or encahsed. The balance leave in each year will get lapsed each year in general in most of the organisations.

'LEAVE' refers to the leave of absence from the place of work. In other words, it is the formal permission given by the employer to the employee to be away from the work as well as the place of work on account of certain reasons or occasions. Thus emerges the different types of leave such as casual leave, earned/ privilege leave, sick leave, study leave, leave-not-due, garden leave, leave-on-loss of pay etc. Not withstanding the eligibility to salary/wages, thus leave is an authorised absence not affecting the continuity of service of the employee concerned or his lien on employment as the case be. It, therefore, implies that leave cannot be claimed by the employee as a matter of right and its sanction by the employer is a matter of discretion based on work exigencies and the immediacy of the reason thereof.
Coming direct to your query, certain types of leave such as casual leave, sick leave are provided for the purpose of enabling the employee to meet unforeseen circumstances requiring short spells of immediate absence. That's why they are provided on fixed no of days basis every year and lapsable with the close of the year. Again, these kinds of lapsable leave can either be statutory or as per the contract of employment.
On the contrary, Earned leave/annual leave with wages/privilege leave whatever name is assigned, is a leave calculated on the basis of the no of days worked in a calendar year to be availed in the succeeding years with the carried forward facility subject to a certain ceiling prescribed in the establishment-specific labor law or the leave regulations applicable as explained by Dr.Sivakumar. Generally as the main objective of this leave is to enable the employee to be occasionally away from the monotony of work, it requires application in advance and prior sanction. Moreover, the balance at the credit of this leave is encashable on the termination of employment as one of the terminal benefits of employment.
" Death Anniversary " being only the reason for leave, CL can be applied for in advance depending on the no of days required for the rites and rituals according to the Personal Law of the incumbent.
