If we provide 15 days Salary For All Employees during this COVID 19 Lockdown, other 15 days how should we mark it - as leave or absent?

There are various things to be formalised w.r.t. periods of 'Lock down' in the present circumstances. In the interim, it would be fair enough that the 15 days 'unpaid' may be treated as 'leave without pay (LWP)' for those didn't work, likely without break-in-service. This period of 'no work no pay' also either be considered as a special CL OR special leave on medical ground as per your policy, if any. However few essential staff might have worked full month like security who have to be paid for full month.

There is nothing irrational or unlawful if the remuneration during the 'lockdown' period is restricted to 50% of the pay. May this could be have the nomenclature of subsistence allowance during the lockdown period.
Yes, those who have been actually working during this period need to be paid full pay. It could also be ensured that payments to those in the lower strata do not fall below the living wages.

Dear readers,
There appears some comforting news being revealed today on reliefs to MSME sector w.r.t. categorisation, payment EPF, loan admn., moratorium, reducing EPF Contribution from 12 to 10% (other than govt.sector) etc. However no clear relief forthcoming yet for employees being given send off. Govts. should focus their attention on this unfortunate victims. Let us await with hopes.
