Can we have "Paid leave" carry forward to next month and we avail both months of paid leave in one month?

It is not clear from original post that how the paid leave is credited? It appears to me as monthly credit of paid leave.
What Mr. Madhu T K has been posted is absolutely right. I would only like to add that there is condition of maximum leave accumulation and if the un-availed paid leave crossed that limit, then those extra un-availed leave will be lapsed.

There are two ways: 1. At the year start, Paid leaves (privilege Leave/ Earn Leave) are added to your leave account and can be availed at any point of time and as much as required based on the company policy. And the left balance will be either encashed at the end of the year or carry forwarded again as per the company policy.
2. As per the govt. rule, there is one paid leave for every 20 working days and can be credited to the account every month. it can be availed in that month or can be carry forwarded to next month and both the leaves can be availed in next month.

There is no Govt. rule for one day paid leave for every 20 working days. This is as per Factories Act 1948 with some qualifying conditions - 240 days work in the previous year to earn paid leave one day for every 2o days of work next year. For checking 240 days, the number of days paid leave enjoyed, lay off etc. to be considered. But actual leave earning will be on the basis of actual working days present.
Number of days leave earned in a year is depend on statutory limit of State S & E Act , Factories Act, Organization's policy ( must be better than statutory limit ) etc. and same in case of leave accumulation also.
