PF Arrears Calculation - deducted 4000 as PF amount but deposited only 1800

For one employee I deducted 4000 as PF amount but deposited only 1800 in the PF account. How to pay the remaining amount. Can someone clarify?

first, tell us what is the correct amount and how did a wrong amount get paid?
Is it voluntary PF which was paid less?

Is this only the employer's contribution or both employer and employee contribution?
