HR policies are determined by the nature of industry, location, state etc. There is no standard policy as it is. Just one example. One organisation may have a set of leave in a particular state and another factory in any state may have a different set of leave. Therefore, there is nothing as you assume. Another example. i can be 150 policies for a Big five star hotel and 50 policies for a software company. What you read in your text book is totally different in reality!
