I have resigned from a company in August 2018, after taking a leave for about 2 months due to personal reasons. When I had resigned, I had no job activity pending on me as I had been on a leave and the job didn't require transition. Based on the discussion with my manager and the HR, I was relieved the same day from the company on return from my leave. I was informed after a month that I have to pay dues for shortage of notice period and then to collect the relieving documents. As I have changed course, I am in no need to obtain the relieving documents. But now, the company has sent me a mail that they are going to proceed legally to collect the dues. Is it really mandatory for me to pay it - as I find that I am not dependent on the documents and I have not created a loss for the company (say project loss or revenue loss). Please advise.

Notice period depends on your employment terms. Some Company follow one month notice and some follow 3 months notice. Please check your appointment order.
If you have any dues pending to be recieved from your past employer, you can request them to adjust the same towards shortfall in notice period. If not, visit your HR by person discuss with him/her and close it amicably and get relieved properly.
You may not require the relieving certificate based on current scenario, however tomorrow the situation may change and you may be required to submit a proof of past employment with your future employer. If you leave this issue unattended your past employee proceed with disciplinary proceedings warning/termination process wherein your personal file will be closed with remarks absconded/unauthorized which will not be good for you.
