Hi, There is no rules on the attire of the IC members while attending any SH case thus answer to your query is YES they can wear.

IC proceedings are quasi-judicial just like domestic enquiry.
True, no dress code laid down. But keeping in mind its not very strict judicial nature, it is better not to wear black coat and that also has been widely followed practice.
