The duties and responsibilities of a safety officer is given in State Factories Rules. Please refer relevent sections. There will not be much difference in this from state to state factories rules. However depending up on the cultutre, climate and fancy of rulebuilders there may be some.
For immediate reference the duties nad responsibilities of a safety officer is detaid below:
1. To advise the concerned departments in planning and organiing measures necessary for the effective control of personal injuries,
2. To advise on safety aspects in all job studies , and to carry out detailed job safety studies of selected jobs;
3. To check and evalute the effectiveness of the acton taken or proposed to be taken to prevent personal injuries;
4. To advise the purchasing and stores department in insuring high quality and aailability of personal protective eqipment;
5. To advise on matters related to carrying out plant safety inspections;
6. To carry out plant safety inspections in order to observe the physical conditions of work and work practices and procedures followed by workers and to render advice on measures to be adopted for removing the unsafe physical conditions and preventing unsafe actions by workers,
7. To render advise on matters related to reporting and investigation of industrial accidents and diseases;
8. To investigate selected accidents;
9. Investigate the causes of industrial diseases contracted and dangerous occurrences reportable underthe Rule;
10. To advise on the maintenance of such records as are necessary relating to accidents, dangerous occurrenes and industrial diseases,
11. To promote setting up of safety commitees and act as advisor and catalyst to such committee;
12. To organize in asociation with the concerned departments, capaigns, competitions,
contsts and other activities which will develop and maintain the interest of the workers in establishing and maintaining safe conditions of work and procedures and
13, To design and conduct either independantly or in collaboration with the training department suitable training and educational programmesfor the prevention of personal injuries.
Being a pesticide manufaturing unit safety officer also has to check with insecticides act and rules and famiiarie with the safety aspects pertaining to each pesticide. He should be an expert in hazard communication with each pesticide -its MSDS, labelling and safety in its manufacturing, storage, handling and transportation.
