Can your boss in a PSU deny you going out of the station (home town) even on your weekly off days? Information is necessary but can he be denied leaving the station on his weekly off days

Dear Akshat,

Would have been better had you mentioned the nature of the activities of the PSU and the post of the incumbent upon whom such a restriction is imposed.

We cannot indulge in a liberal literary interpretation of such a clause of restriction without critically analysing the reason behind it w.r.t the nature of the activities of the establishment and the responsibilities of the incumbent.

It all depends on the period and at what context.
Under this Covid environment, there is a general tendency to discourage avoidable travelling, especially when it is by public transport, unless there is a pressing situation, else the employee who travels will have to subject himself/herself for RTPCR at their own costs, for which normally 48 hours are required. So resuming duty after the travel gets further delayed by these 2 days

The permission to leave station can be denied in exigencies service, be it public sector or private sector. But if it is by way of malafides then it is bad. The current situation being what it is, denial of such permission is understandable. There are various organisations that have put a blanket ban on travel during pandemic time.

As per the general conditions of Leave Rules in PSUs, Leave cannot be claimed as a matter of right. Furthermore, in exigencies of work, leave can either be refused or revoked. Moreover, it's at the discretion of the authority competent to sanction or refuse the leave under the garb of work. Now coming in terms of ground reality, if one is maintaining harmonious relations with the Boss, there is hardly any chance of refusal of leave, but if the equation is not good there comes the situation as raised under the post which is seen at most of the work places.
