Please find attached the Motor Vehicles (Amendment) Bill 2016 introduced in Lok Sabha on 9th August 2016. The Bill, inter alia, provides for the following:

a) to facilitate the grant of an online learning license;
b) to replace existing provisions of insurance with simplified provisions to provide expedited help to accident victims and their families;
c) to increase the time limit for the renewal of a driving license from one month to six months before and after the expiry date;
d) to increase the period of renewal of a transport license from 3 years to 5 years;
e) to enable the licensing authority to grant a license even to differently-abled persons;
f) to enable the States to promote public transport, rural transport, and last-mile connectivity by relaxing any of the provisions of the Act pertaining to permits;
g) to increase the fines and penalties for violations of the provisions of the Act; and
h) to make a provision for the protection of good samaritans.

Dear Mr. P C Agarwal,

Another useful attachment from your side. It is a welcoming step to get a Learner's license online. Currently, the renewal of a regular license is also a cumbersome process. You have only about two hours to submit the renewal form with all annexures previously prepared. I hope this procedure also gets simplified.
