Dear RaghDeepak,
Designing the KPIs for the Admin personnel is not easy as their work is not measurable in general. Nevertheless, unless we understand the nature of his work, KPIs cannot be designed.

My suggestion would be as follows:
First design the job and responsibilities for the particular function. If you have already documented one, check. Best exercise and the best roll function can be decided as follows:
1) Request the direct boss (your case project head) to whom he reports should right his expectation of his subordinate role and responsibilities.
2) Similar exercise, from the subordinate (s) , who reports to him to write their expectation about his boss.
3) Similarly from his supporters / vendors and from the customers / service providers expectation about the Admn roll and responsibilities
Compile all the 360 degree expectation of role and responsibilities and write the best role and responsibilities of the particular function.
Once the roles and responsibilities are clear, design an appraisal system discuss and decide and document the ‘Key Result Ares’ (KRA) of performance, based on the overall business plan, budget, and expected growth, decided from the top management. Normally all KRA is dissolved from the top management to down the line.
Then fix Key Result Index (KRI) for the particular function and review it on every three months.
