Is establishment is required to pay contribution for the part of month for which it was not covered under ESI?

contribution period is monthly, and the establishment got covered in month of october , hence the october contribution gets due and payable in nov,
There is no provision or rule to bifurcate the pre registration payment as non contribution. i.e the gross wages payable in month of registration is subjected to contribution
