The presentation is in Powerpoint 2007 format. If you DO NOT have Office 2007, you cannot see it. The OP gave you the clue when he said it was a PPSX file.
Download the File Converter utility from the Microsoft site and install if you have Office 2003. Rename the file to .ppsx and you will be able to view it.
