Arun Chopra is right--unless you give details like which sector you work in, company size, at which level you are facing this problem, etc, whatever advice you get would IN ALL LIKELIHOOD be misleading & in the worst-case-scenario, boomerang on you, if implemented.
BTW Arun Chopra--I am not sure of your reasons for mentioning 'I am not in to any commercial charging/consultancy.............'. NONE....REPEAT NONE..... in this Forum respond to threads/queries on a commercial basis. It goes without saying that this is ONE OF THE MAIN REASONS FOR CiteHR to be so popular & effective among HR professionals.
