You may browse through online or this forum for some formats to get some idea but you need to prepare by your own. There is no redymade manual which you can use directly.

I have provided customised HR Policy manual. As rightly mentioned above, there is no standard manual. Much depends upon the nature of industry, location, company's vision, mission, values , current business practices etc. If interested, hire me as your consultant, as there is no Free Lunch in this world ! I need to discuss with you and other concerned people to draft the policies. There are more than 150 policies , many of which need to be customised to your organisation. It is not an easy task.
